Existe uma lacuna cr\u00edtica para a pesca costeira baseada na comunidade porque as estruturas de governan\u00e7a e tomada de decis\u00e3o em torno delas n\u00e3o eram claras, eram excessivamente complexas ou centralizadas nas autoridades nacionais.
